How to Read an Israeli New-Apartment Specification and Plans Before Signing

An Israeli new-apartment sale specification defines what the developer is committing to build and deliver, while the attached plans locate the apartment, rooms, openings, service shafts, parking, storage and parts of the building around it. Treat the package as one coordinated product, not as a list of premium brands. Before signing, verify the exact unit, control the document versions, test the layout with real dimensions, find contradictions, and move every important sales promise into a signed document. The practical answer: obtain the package, freeze the version, test the apartment

Do not first see the specification at the signing appointment. Ask for legible PDF copies early enough for your own lawyer and technical adviser to review them. Save the original files, record their dates and versions, and make an inventory of every attachment. Your working set will usually include the sale specification, apartment plan, relevant floor plans, parking and storage drawings, site plan, and any electrical, kitchen, plumbing or air-conditioning information supplied for the unit.

Run the review in this order:

  1. Prove that every file identifies the same project, building, entrance, floor, apartment and unit type.
  2. Compare the written specification with every drawing, quotation and material sales promise.
  3. Test usability room by room with real furniture, appliance and circulation dimensions.
  4. List each omission and conflict by document, page and drawing reference.
  5. Obtain written answers, corrected schedules and signed plan revisions before you sign.

You do not need to be an architect to notice that the storage number changes between two pages, that a bedroom has no dimension along the only possible wardrobe wall, or that “air-conditioning preparation” does not say what is installed. You do need the relevant professional when the answer depends on the permit, structural design, a building regulation, electrical load, acoustic performance or another specialist calculation. Your independent Israeli lawyer should decide how the contract incorporates the documents and what happens if they conflict.

What the Israeli sale specification is, and what it is not

Under Israel's Sale (Apartments) Law and its supporting framework, the seller of a new apartment must attach a specification to the sale agreement and provide the buyer with a signed copy. The official specification form is structured to identify the property and describe construction, finishes, services, shared property and attachments. It is not a glossy brochure with more detail. It forms part of the transaction documents.

The specification is also not the contractor's complete construction-document set. A sale plan communicates the property to the buyer. Detailed architectural, structural and consultant drawings used for construction contain much more information and may evolve through coordination. The buyer's question is therefore not, “Do I possess every drawing used on site?” It is, “Do my signed documents define every characteristic that materially affects my decision, and do those documents agree with one another?”

Keep three tasks separate:

Build a controlled document register

Many expensive misunderstandings begin with an ordinary file-management failure. The sales representative sends Apartment C.pdf. A coordinator later sends Apartment C updated.pdf. The signing package contains a third plan dated earlier than both. Unless you record the chain, nobody can reliably say which drawing contains the agreed kitchen wall or additional outlet.

Create a folder for the transaction and a document register. Preserve every original file unchanged. Add comments only to a separate working copy. Use a table like this:

Check that every page is present and readable. A low-resolution scan, a plan cropped before its notes, or a PDF with no title block cannot support a serious audit. Ask for the original page size and a file that retains legible dimensions. If the developer shares a cloud link, download a dated copy and preserve the email that supplied it. A cloud file can be replaced without giving you a visible comparison.

Give every query a stable number. Use A-07 for an architectural plan issue, E-03 for an electrical issue and S-12 for a specification issue. A numbered request such as “Please show where the response to A-07 will appear in the signed plan” is far harder to lose than a message about “that wall near the small bedroom.”

For an overseas buyer, this register also controls translations. Pair the Hebrew original and English translation under the same document ID. Record who translated the file and whether the translation is certified, explanatory, or contractually incorporated. Never assume that an English marketing specification is the signed English version of the Hebrew mifrat mecher.

Confirm the exact apartment before reviewing its quality

Match the identity of the unit across every document. Look for the project name, plot or permit reference where present, building, entrance, floor, apartment number, unit type and orientation. A label such as “Type C” is not enough. The same type may be mirrored, may have a different balcony on another floor, or may sit beside a different service shaft.

Verify each of these points:

  • The contractual floor number and the physical level above the street, lobby or podium.
  • Whether the plan is mirrored compared with the show apartment or brochure.
  • The north arrow and the orientation of each facade.
  • Apartment, parking and storage identifiers in the specification and drawings.
  • Balcony, garden or roof areas assigned to this exact unit.
  • The number of rooms and the layout described in the specification.
  • The permit status and any note stating that the plan predates a permit.

Open the apartment plan and whole-floor plan side by side. Find the elevators, stairs and corridor, then trace the route to your front door. This reveals information often omitted from the isolated unit plan: an elevator wall behind a bedroom, a refuse room opposite the entrance, a fire cabinet, a narrow lobby, a neighbour's door or a vertical service riser.

Next, use the site plan to locate the building relative to the street, ramp, other blocks, gardens, commercial frontage and service areas. The apartment plan can show a window but cannot, on its own, show that the window faces a loading bay or a close parallel building.

Stop if the identity is ambiguous. A meticulous review of the wrong mirrored plan is still the wrong review.

Know which plans answer which questions

The plan annex to the Israeli specification framework sets out several views. It includes, among other items, an apartment plan at a scale no smaller than 1:50, relevant and typical floor plans at no smaller than 1:100, entrance and basement plans, a roof plan, and a site plan at 1:250. Check the currently applicable form in the Ministry's Sale Law information collection, because the exact documents and wording applicable to a transaction must be reviewed at the time of purchase.

Ask for a written list of the drawings that will be attached at signing. If a useful plan was supplied for your decision but is marked “for illustration only,” ask which signed document will preserve the feature you relied upon. You do not need every contractor shop drawing in your sale agreement. You do need a binding and sufficiently precise description of the parts that matter to you.

Read scale, dimensions, levels and notes correctly

A 1:50 scale means that one unit on a correctly printed original represents fifty units in reality. It does not mean that you can measure any PDF on a laptop with a ruler. A page printed with “fit to paper,” inserted into another document, photographed, scanned or compressed may no longer reproduce its stated scale. Use written dimensions first. If a critical dimension is missing, obtain it in writing on an identified revision or ask an architect to verify the source file.

Start with the title block. It should tell you the project, sheet, date, revision and scale. Find the legend and general notes. A dashed line can mean an overhead element, a hidden element, a possible change or something else, depending on the drawing convention. A heavy fill may identify structure, but do not assume. Request a legend where one is absent.

A dimension is only useful if you know its endpoints. Ask:

  • Is it measured between finished wall faces, blockwork, structure or centre lines?
  • Does it include plaster, tile, skirting or a permanent lining?
  • Is it a total dimension or one link in a dimension chain?
  • Does a column or shaft project into the measured rectangle?
  • Is a level stated at structural slab or finished floor?
  • Are balcony, bathroom and entrance level changes shown?

Do not visually add a chain of dimensions and assume the result must match the overall width. Differences can reveal a wall, recess, rounding convention or error. Record both values if two documents disagree. Do not select whichever number makes the room work.

Read every note around the plan. A small statement such as “dimensions before finishes,” “fixtures shown for illustration,” or “shaft locations may change” can be more important than the large coloured layout. Highlight any note that reduces certainty around a purchase condition and send it to both your lawyer and technical reviewer.

Apartment area: preserve the legal figure and create a separate usability model

The area in the sale specification, municipal tax area, planning area, registered area and clear walkable floor area need not be identical. Each can follow a different definition for a different purpose. Do not take a marketing number, call it gross, subtract a standard percentage and treat the result as net. No fixed deduction works for every apartment.

Ask the seller to identify the area entry in the sale specification and the applicable calculation method. Record components separately:

Keep the contractual area intact. Then create a buyer-side usability model that does not pretend to replace it. Map clear room rectangles, circulation zones, wall lengths available for storage, door swings, shafts, columns and unusable corners. Two apartments with the same contractual area can support very different lives.

Look for area that disappears quietly: a long corridor, a wide bedroom lobby, a deep recess with no function, a structural projection, an angled corner, a shaft in a room, or circulation around a kitchen island. Do not automatically classify all circulation as waste. An entrance buffer can protect privacy, and a short hall can hold useful storage. The point is to identify what each square metre does for your household.

If you compare price per square metre across projects, confirm that the denominator follows the same definition. Dividing one price by a marketing area and another by a sale-specification area produces a false comparison. Valuation questions may require an appraiser. For readers who think in square feet, use conversion only as a comprehension aid. One square metre is approximately 10.764 square feet. Keep the original square-metre figure and its definition as the primary record. An American “interior square footage” figure may not include the same elements as an Israeli contractual area.

Run a real-furniture and circulation test

Developer furniture is illustrative. A sofa can be unusually short, a dining table narrow, a bed smaller than yours, and chairs can be drawn without the space needed to pull them out. Make a furniture schedule using the items you own or realistic manufacturer dimensions. Place them on a verified-scale working plan, or ask an architect to build a simple model.

Apply five tests in every room:

  1. Delivery test: Can the item pass through the entrance, corridor and room door?
  2. Opening test: Can doors, windows, wardrobes, drawers and appliances open without collision?
  3. Use test: Is circulation available while chairs, drawers and doors are in use?
  4. Service test: Are power, data, water, drainage, gas and air-conditioning where the layout requires them?
  5. Adaptation test: Can the room change later without moving structure, a protected-room wall, shaft or facade opening?

In the living area, trace the path from entrance to bedrooms and balcony. If every movement cuts through the seating zone, a large room may still feel awkward. Locate a continuous television or bookcase wall, allow for curtains, and make sure air outlets will not be covered by tall furniture.

In a bedroom, place an actual bed, bedside tables, wardrobe and door swing. Do not assume the bed symbol represents the size you use. Check whether a low window, outlet, thermostat or air outlet prevents the preferred bed position. For a child's room, test a young-child arrangement and a teenager arrangement with a full desk and storage.

At the entrance, find space for shoes, bags, coats and a stroller if relevant. At the dining table, test everyday and extended positions. On the balcony, place chairs as occupied, not pushed neatly under a table. Record the conclusion with its condition: “A 240 cm wide, 60 cm deep wardrobe works only if the door swing is revised.” That sentence exposes the dependency that must be confirmed.

Mark structure, protected-room walls and service shafts

Before imagining plan changes, colour four layers on a working copy: external envelope, protected-room walls, apparent structural elements, and service shafts. Do not assume every thin wall can move or every thick wall is structural. A sale plan is not necessarily a structural plan, so an architect or engineer must confirm.

A shaft is a vertical service zone that may contain drainage, water, ventilation, smoke control, electrical or other systems. Check its location, dimensions, access side and what sits behind it. A shaft beside a bedhead, kitchen cabinet or living-room wall can affect layout, noise and future access. If it appears only as a dashed box or ambiguous label, request clarification.

A column in a cabinet run can remove usable worktop. A projection beside a window can complicate curtains. A small bump in a corridor can prevent full-depth storage. Ask for the clear finished projection where it matters, not merely a general indication.

Map what lies beyond every apartment wall: another unit, exterior, corridor, lift shaft, stair, service room or refuse room. This does not replace an acoustic design review, but it identifies questions. If a bedroom adjoins an elevator core, ask what separation is designed and which document records it.

Read the third dimension: ceiling heights, sections and drops

An apartment plan is horizontal. It can conceal beams, ceiling drops, service bulkheads, level changes and sloped ceilings. Ask the seller to identify planned clear heights and every material local drop. There is no single internet number that safely describes every room. Requirements vary by space classification, design and applicable regulation, so a permit-aware architect should review a project-specific claim.

Separate four values:

  • Floor-to-floor structural height.
  • Height before finishes.
  • Expected clear height after floor and ceiling finishes.
  • Local clear height below a beam, bulkhead or service route.

Request a section where the apartment has a double-height space, stepped terrace, roof level, podium relationship, sloping ceiling or unusual entrance level. A section can show parapets, thresholds, beams and external levels that are invisible in plan.

Map ceiling drops in corridors, bathrooms, kitchens and near the protected room. They may carry ducts, drainage, sprinklers or lighting. Ask for width, length and expected lower height. A rendering with an uninterrupted ceiling is not evidence.

If your design depends on full-height cabinetry, a ceiling fan, projector, recessed lighting or a tall library, identify the service conflict before signing or ordering changes. Final joinery still needs field measurement after construction, but the signed plan should not make the intended use impossible.

Windows, facade, daylight, shading and privacy

A window symbol does not necessarily show visible glass area, opening method or sill height. Ask for an opening schedule or specification detail when a particular opening matters. For each window or balcony door, check:

  • Planned overall width and height where stated.
  • Sill height above finished floor.
  • Opening leaf versus fixed glazing.
  • Direction and clear area of opening.
  • Shutter or shading device, if any.
  • Screen, glazing, frame and finish commitments.
  • Access for cleaning and replacement.
  • Collision with taps, cabinets, beds, curtains and doors.

A wide opening in a rendering can become several framed panels with a large fixed portion. A bathroom window may be high and offer ventilation without a view. A sliding door may require a furniture-free zone. Terms such as “glass wall,” “insulated glazing” and “premium aluminium” need to be translated into the actual assembly promised in the specification.

The north arrow begins a sunlight analysis but does not complete it. Floor level, neighbouring blocks, balcony projections, overhangs, trees and facade recesses affect daylight and sun. Ask for elevations and sections and consider a shadow study when daylight is a purchase condition. “South facing” is not a guarantee of direct sun if another block stands close in front.

For privacy, draw sight lines between your openings and those on the floor and site plans. Check what a person in the common corridor sees when your entrance door is open. If a view is material, establish what is known, what can change, and what the developer is actually willing to state in the signed documents.

Kitchen audit: turn one label into components and interfaces

The kitchen shown on the apartment plan may be a schematic arrangement. The specification should describe the base package, but even a cabinet schedule may not prove that your appliances and circulation fit. Review two layers: what is included in the price, and whether the service envelope supports a functional kitchen.

Ask for:

  • The included cabinet-run length and how corners, tall units and voids are counted.
  • Base and wall-unit scope where defined.
  • Door, carcass, back panel, hardware and handle materials.
  • Worktop material, depth and thickness.
  • Sink, tap, trap and dishwasher preparation.
  • Water, drainage, power and gas locations where applicable.
  • Spaces for refrigerator, oven, hob, hood and microwave.
  • Wall finish height and extent.
  • Credit if the package is declined, and the last selection date.

Place manufacturer dimensions for every appliance, including ventilation gaps and door clearances. A refrigerator may fit the niche but fail to open wide enough to remove a drawer. An open dishwasher can block the only aisle. An oven handle can hit a return wall. An island can look generous but leave poor circulation when stools are occupied.

Determine whether the kitchen supplier's later drawing becomes an approved attachment or remains a sales proposal. Every selected kitchen change must coordinate with electrical, plumbing, floor finish, ceiling and air-conditioning drawings. An updated kitchen drawing without updated service points is a predictable construction error.

“Luxury kitchen” is not a technical description. A brand name alone may cover several ranges. Conversely, fixing one model several years before completion can be impractical if it is discontinued. A robust commitment defines material, dimensions, function, hardware level and an auditable substitution test.

Bathrooms, laundry and plumbing interfaces

In a wet room, a small dimensional change affects door swing, shower, vanity and washing machine. Check clear dimensions, shaft position, door direction and whether fixture symbols are binding or illustrative. Simulate the room with the entrance door, shower enclosure, vanity drawer and appliance door open.

Find written descriptions for toilet, concealed or exposed cistern, basin, taps, bath or shower base, screen if included, tile, floor finish and fixed accessories. A mirror, vanity, glass screen, towel bar or storage unit shown in a rendering is not necessarily supplied.

Clarify the domestic hot-water system: source, storage where relevant, equipment location, backup and metering in a central system. A label such as “solar system” does not explain availability, distribution or buyer-owned equipment.

In the laundry zone, place the washer and dryer in their real side-by-side or stacked configuration. Confirm water, drainage, power and ventilation. Locate air-conditioning condensate pipes and access points that cannot be buried behind permanent cabinetry. Ask where valves and meters requiring future access will sit.

A sale plan will not let you inspect completed waterproofing or floor falls. Before signing, define the room, fixed equipment and drainage intent. At handover, inspect the physical work. Keeping those stages separate makes each review more effective.

Electrical, communications and smart-home scope

Count points only after defining the point type. A power outlet, double outlet, lighting point, two-way switch, television point, data point, preparation and dedicated circuit are not interchangeable. A specification table can state quantity while an electrical plan shows location. Both must reconcile.

Create a room schedule for bedside outlets, working position, television, wired data, shutters, air conditioning, balcony use and every kitchen appliance. Location matters as much as quantity. A socket hidden behind a wardrobe is technically present but practically lost. A switch behind an open door will frustrate daily use. One data point at the communications cabinet does not provide wired service to a home office.

In the kitchen, coordinate the electrical requirement of the refrigerator, oven, hob, dishwasher, hood, microwave and worktop appliances with the selected equipment and professional design. Do not copy a connection assumption from another country. Israeli equipment, supply and installation requirements must be confirmed locally.

“Smart-home preparation” can mean an empty conduit, control cabling, a few relay modules or an operating system. Ask for a component list: controller, protocol, controlled circuits, switches, sensors, application, licence, cloud dependency, warranty and local manual operation. Ask whether another supplier can maintain or replace the system.

The plan alone cannot prove that the electrical service suits a future high-load appliance or vehicle charger. Ask for the stated connection and send load questions to an electrician or electrical engineer. The article does not assign an unsupported minimum number of outlets or a universal service size, because the correct answer depends on the unit and current design.

Air conditioning, ventilation and condensate drainage

“Preparation for air conditioning” is not an air-conditioning system. Establish exactly what is supplied: pipework, power, drain, duct, grille, indoor unit, outdoor unit, controls, or merely a reserved location. Create a room-by-room table distinguishing supplied equipment, preparation and future possibility.

Ask for a drawing showing indoor and outdoor units, main pipe or duct routes, supply and return points, required ceiling drops, condensate drainage, service access and control locations. An outdoor unit beside a bedroom opening can affect noise and maintenance. A unit in a service balcony can consume laundry or storage space. A grille above a wardrobe can be blocked. A return-air path may depend on doors being undercut or open.

Do not infer capacity from a brand or general system label. An HVAC professional should review sizing, zoning, return air, controls, access and noise. Where the seller provides preparation only, insist that the preparation is described by routes, connections and location so that you can obtain a realistic completion quotation.

The mamad: test everyday use without compromising its protective function

The mamad, the apartment's protected space, is both a safety room and often an everyday bedroom or study. Its walls, door, protective window, ventilation elements and permitted alterations are governed by specialised design requirements. Do not assume that an opening can move, a wall can be chased, or equipment can be fixed as it would be in an ordinary partitioned room.

On the sale plan, check the marked internal dimensions, door swing, protective-window operating zone, any additional window, ventilation fittings, outlets and air-conditioning provision. Place furniture without blocking a protective element or maintenance access. A deep wardrobe can prevent a handle from operating. A bed can obstruct the door route. Built-in joinery can make a system inaccessible.

Ask what protected-room equipment is included, what remains to be supplied, and where every component will be located. If filtration or air-conditioning equipment is offered, request the model or defined performance, location, warranty and maintenance needs. A project-specific architect or engineer should verify compliance against the approved design and current Home Front requirements. An online room dimension is not a substitute for that review.

Finishes, products and the meaning of an identifiable commitment

A useful specification turns an adjective into a property that can be checked. “High quality,” “luxury” and “leading” do not identify a product. A manufacturer name can still cover several very different ranges. For each material that matters, look for type, composition, dimensions, series or performance level, location of use and selection procedure.

For floor finishes, examine material, offered tile sizes, skirting, number of selection options, installation zones and the distinction between interior, balcony and wet-area products. A larger tile is not automatically better. Suitability, layout, cutting and installation matter. For doors, distinguish apartment entrance from internal doors and identify leaf finish, frame, hardware, lock and any environment-specific requirement. For sanitary fittings, record manufacturer, series, installation type, finish and functional characteristics where stated.

When selection takes place later at a supplier showroom, ask for an included series list or base price schedule. “Large selection” tells you nothing about the value or design range. At selection, preserve the exact product code, colour code, label photograph, signed order and data sheet. Colour names can be reused or changed. A product code is better evidence.

“Or equivalent” needs an equivalence test

Products are discontinued and suppliers change during a multi-year project. Some substitution mechanism can be practical. The risk arises when only the seller decides what is equivalent and the document provides no test.

Define the characteristics that must survive a substitution. For tile, they may include material, dimensions, finish, colour family and suitability for the location. For a tap, they may include installation method, controls, finish, warranty and service. For equipment, they may include capacity, efficiency, noise, control, dimensions, serviceability and warranty. The relevant list depends on the product.

Ask who determines equivalence, which evidence is used, when the buyer is notified, whether a sample or data sheet is supplied, and what happens when the substitute changes layout or appearance. Your lawyer reviews the clause and remedies. Your technical adviser compares performance and fit. A similar retail price does not prove equivalence.

Balcony review: test the usable rectangle

Balcony area alone does not say whether four people can dine there. Record clear depth and width, columns, parapet or guard, drainage points, service cupboards, the opening zone of the apartment door and every projection. Place occupied chairs, not chairs pushed under the table, and preserve a route to the exit.

Check the internal-to-external level relationship, floor finish, drainage intent, water and electrical points if promised, lighting, shading and facade restrictions. You cannot verify waterproofing workmanship from a sale plan, but you can identify whether major drains, thresholds and service cabinets conflict with the intended layout.

At height, ask about wind exposure, guard design and cleaning access. Near the sea, request material and maintenance information rather than relying on the phrase “marine resistant.” A pergola, sukkah arrangement, outdoor kitchen, heavy planter or hot tub can raise planning, structural, facade, service and safety questions. Its presence in a rendering is not permission to install it.

Parking and storage: legal attachment and physical usefulness

The lawyer checks whether the parking and storage rights are properly attached or otherwise defined. The plan audit checks whether you can use them.

For parking, record identifier, level, type, marked dimensions, columns, walls, adjacent spaces, aisle and ramp route. A car door opens outside the vehicle footprint, and a car must reach the rectangle through a turning path. If the bay sits beside a column, corner, tandem position, stacker or mechanical system, request a professional manoeuvring review. A general parking dimension copied from another scheme does not prove the particular space works.

If your vehicle is tall or carries roof equipment, check clear height and system limits. For mechanical parking, obtain permitted vehicle length, width, height and weight, operating process, failure procedure, backup power and maintenance responsibility. Where the documents promise electric-vehicle “preparation,” identify whether that means an empty conduit, cable, board capacity, allocated power, load management or an installed charger.

For storage, check internal clear dimensions, height, door, columns, pipes, sprinklers, ventilation, light, outlet and access route. A stated area does not reveal how many shelves fit. A low pipe or narrow door can remove much of the practical value. Confirm restrictions on what may be stored and identify any system access that must remain clear.

Read the common building around your apartment

This guide does not replace a full amenity or management-cost review, but the floor, entrance, basement, roof and site plans determine how the apartment meets the building.
