Mamad in a New Israeli Apartment: What a Buyer Must Verify
A mamad is the apartment protected space, in Hebrew merhav mugan dirati, approved and built as part of a specific Israeli apartment. A room with thick walls and a steel door is not enough evidence. A buyer should identify the room in the approved protection file, reconcile that version with the signed sale plan and specification, verify the installed door, window, ventilation, filtration and approved service passages, and confirm that daily furniture will not prevent rapid access or operation. This guide provides a complete purchase and handover method while leaving emergency behavior to the current instructions of Israel Home Front Command.
When comparing new projects in Israel, replace the question “Does it have a mamad?” with “Which approved mamad belongs to this apartment, what was installed, and can our household actually use it?” The answer is found in drawing references, finished clear geometry, product labels, installation records, an unobstructed route and a realistic changeover from bedroom or office to ready protected space.
The short answer: what proves the mamad
Reliable proof has three cumulative layers. First comes approved identity: the permit, protection appendix and Home Front Command approved drawing for the correct building, apartment type and revision. Second comes physical conformity: the installed components correspond to the records, carry the relevant identification, remain visibly intact and have the applicable installation and test evidence. Third comes usable readiness: the route is clear, the door and every window layer can be operated, ventilation and filtration remain accessible, and furniture does not defeat the room’s function.
No single layer replaces the others. An approved drawing cannot show that a later wardrobe blocks a window. A photograph of a heavy door does not prove that it is the approved product for this unit. Occupancy approval is important evidence, but it does not reveal later drilling or damage. A satisfactory handover inspection also does not replace product maintenance or current official emergency instructions.
A one minute evidence test
Ask the developer to show the room on the sale plan, the same room on the approved protection drawing and its components in the technical specification. Record each drawing number, revision and date. Ask for clear finished area rather than an unexplained advertised area. Request the intended manufacturers of the door, window and filtration system, together with the installation and test records that will be handed over. A missing answer is not automatic proof of a defect, but it is an evidence gap to close before commitment.

Every file should be traceable. A screenshot without project, drawing title, sheet number, revision and date is hard to rely upon. If two drawings conflict, do not select the more attractive version. Register the conflict and obtain a written answer identifying the governing document and the effect on the contract.
Exact room identity and revision control
Record the project, postal address, building, entrance, floor, apartment number and apartment type. Add the permit number and date, the protection approval reference, the approved protection drawing number and revision, the sale plan revision and every buyer change. In a mirrored apartment, verify the correct handed version. A reversed door swing or window position can create a different conflict with a bed, corridor door or wheelchair approach.
The Hebrew term mamad, written ממ״ד, should appear in the local documents. Terms such as safe room, reinforced room or security room are useful translations but are not independent proof of Israeli approval. Overseas buyers should ask their lawyer or technical representative to retain the Hebrew title of every document beside its English explanation. This prevents a generic room plan from being mistaken for the project’s approved tokhnit migun, protection drawing.

Nine, twelve or fifteen square metres
Never accept a size without four qualifiers: net or gross, what the measurement includes, which construction route it concerns, and the date and official source. Planning Administration explanatory material for a particular protected-room addition route describes a minimum of 9 square metres net, excluding walls, in that scope. A Knesset committee announcement in July 2025 concerned steps allowing enlargement up to a total 15 square metres, including possible sanitary space in defined existing-building circumstances. It does not establish that every new apartment in 2026 must contain a 15 square metre mamad.
The familiar comparison between 9 square metres net and 12 square metres gross may describe different measurement bases because substantial walls occupy area. It is not a universal conversion formula for buyers. Wall configuration, approved route and room form matter. Obtain the approved clear dimensions and measure between finished surfaces after construction.
Ask four questions whenever a number appears:
- Is it clear floor area between finished faces, or an area including walls and fixed elements?
- Is it for a new project, an addition to an existing building, a temporary exemption route or a legislative proposal?
- Which official text and effective date supported this project’s permit?
- What are the clear dimensions at every relevant section after finishes and equipment?
Equal areas can perform very differently. A compact room and a long narrow room may have the same square metre figure but different capacity for a bed, wheelchair, stroller, family seating and component access. The next step is therefore usable geometry.
Measure the clear usable polygon
Measure between finished faces at several sections. Record the width beside the door, through the centre and beside the window. Include local projections, frames, filtration equipment, valves, service boxes, pipes, sockets and approved linings. Trace the door sweep outside the room and the standing area needed to reach the handle. The result is an irregular usable polygon, not merely length multiplied by width.
Create two scaled overlays. The daily overlay uses the actual footprints of the proposed bed, wardrobe, desk, chair and shelving. Include drawer and door opening, chair pullback, bed making and cleaning access. The readiness overlay shows every expected occupant, mobility equipment, essential medical equipment, seating or sleeping arrangement, approved supplies and every clear operating zone at the door, window and filtration system.

There is no honest universal lifestyle score. A family with an infant, an older couple and a wheelchair user have different spatial needs. A professional outcome is a dimensioned plan that states who uses the room, what remains, what moves and how many actions are required for readiness.
Test the route, not only the room
A route that works during a daytime visit can fail at night with internal doors closed, a sleeping child being carried or a mobility aid in use. Walk from every bedroom and the main living area. Look for conflicting doors, kitchen corners, rugs, a robot vacuum dock, console, child gate, level change, inadequate night lighting and the place where a stroller normally rests.
Do not publish or rely on one allowed response time. The applicable protection time is location and instruction dependent. Check it through current Home Front Command tools. The purpose of the route exercise is to expose preventable delay, not to promise performance in every event.
Run three calm scenarios: normal daytime, night with doors closed, and assistance to the household member with the slowest route. Decide who collects an infant, who assists an older person and where an essential medical item is kept. For pets, use current official guidance and a workable household plan without turning the entrance zone into cage storage.
You may time a calm walk for internal comparison, but do not run or simulate danger. Record each pinch point, improve lighting and remove obstacles. Repeat after furnishing and whenever the household changes.
The mamad door
The door is an approved assembly, not just a steel leaf. At inspection, record the manufacturer or supplier, labels, leaf, frame, hinges, handle, locking mechanism, seals, threshold, opening direction and visible damage. The Standards Institution of Israel explains that supplier or manufacturer details and the Standards Mark appear on protected doors and windows. Photograph each label clearly and associate it with the apartment.
The protective door opens outward, so corridor space is functional space. Test conflict with another room door, the apartment entrance, a built-in cabinet, light fitting, coat rack or console. The operator needs a stable position to grip and move the door. Where accessibility matters, check approach on both sides, threshold, reach, operating force and the internal transfer or turning requirement with the project accessibility professional.
Operate the door only as instructed. Do not adjust hinges, grind an edge, shorten the leaf, fit a random seal or add a lock that changes its operation. If it rubs, will not complete the prescribed movement, has a damaged seal or shows frame damage, stop and record the condition. Repair belongs to the manufacturer, approved supplier or other authorized party. A visual buyer check is not an airtightness test.
An optional daily-use inner door
Some projects offer a second decorative door for ordinary bedroom use. Obtain the coordinated detail and demonstrate both door movements. The extra door must not block the protective leaf, reduce the approved route, hide a label or delay access. Ask where it stands during an emergency and what action is required. Do not assume every product uses the same arrangement.
The window is a system, not one pane
A mamad may contain several layers and configurations: an external protective element, an inner gas-tight element and, in some approved assemblies, ordinary daily-use glazing. Pocket, hinged and other mechanisms may operate differently. The Standards Institution explicitly warns that each manufacturer’s window system has its own operating instructions. A universal closing sequence copied from a video is therefore unsafe.
At handover, have an appropriate representative identify each layer and demonstrate it using the installed model’s instructions. Record labels, handles, tracks, pockets, seals and the closed state. Check that plaster, paint, silicone, screws, curtains, blinds, shelving, a desk or wardrobe do not prevent access. Confirm that the intended household member can operate it, or create a reliable assistance plan.
Daily comfort also matters. Review ordinary ventilation, shading, privacy, insect screen and water or condensation management where relevant, without altering the protected assembly. A fault in an ordinary inner aluminum window is not permission to modify the protection elements. Service begins with correct system identification.
An escape opening only where approved
Do not assume every mamad has or requires a separate escape opening, and never create one. If an additional opening appears on the approved drawing, request its name, purpose, operation and maintenance instructions. Keep its approach clear and design furniture around it. If no such element is shown, an internet checklist cannot declare it missing.
Ventilation and filtration evidence
The selected Civil Defence Regulations publicly updated in June 2026 define a residential ventilation and filtration system by reference to Israeli Standard 4570 in all its parts. A buyer need not recreate the standard. The useful task is to identify the installed system and collect the evidence chain: manufacturer, model, serial where present, approved location, installation confirmation, applicable test or commissioning record, operating manual, warranty, accessories and service route.
Identify intake and exhaust elements, valves, hoses, caps, power supply and any manual mode that belongs to the model. Never open a sealed filter package, dismantle a cover or test an emergency mode contrary to current manufacturer instructions. Filter shelf life and service intervals are product-specific. Copy the information from the label and manual and set reminders accordingly.
A system can exist and still be unusable if a wardrobe blocks it, a connection hose is missing, a required accessory is in a remote storeroom or the manual is unavailable. Require a complete demonstration while the room is empty. Photograph the service clearance and carry it into the furniture plan.

Map every pipe and cable passage
Create a passage map for every sleeve, pipe, cable, air-conditioning line, condensate route and unused opening through a wall, ceiling or floor. Link each item to an approved drawing and sealing system. Record who installed it and which completion evidence applies.
The public regulations refer to modular sealing of pipe and cable passages under authorized specifications and the applicable Israeli standard. The Planning Administration’s completion requirements for the separate permit-exemption addition route include confirmation of a compliant pipe passage by a company approved by Home Front Command. That route is not automatically the document list for a private new development, but it illustrates the expected discipline. An unidentified hole filled with generic foam is not an evidence chain.
Do not ask how deep one may drill. Ask where the approved passages are, which solution was designed, who is authorized to work on it and what closeout record will be issued. A television bracket or small shelf can still interact with the protected envelope. Obtain project-specific written direction before work.
Air conditioning: preparation is not installation
“Preparation for AC in the mamad” can mean an approved sealed sleeve, power, condensate route, several of these items or only a future option. Request an exact signed description. Identify the passage, sealing method, condensate destination, permitted indoor unit location, installer and completion record. Public guidance from the Standards Institution says air conditioning may be installed subject to conditions concerning the indoor unit and sealing of the pipe opening, but that is not permission for a buyer to drill or redesign the room.
Test the daily layout. Direct airflow onto a child’s bed may be uncomfortable. Poor condensate routing may create moisture. A unit that hides a valve, label or filtration connection is badly coordinated even if it cools. Before the buyer-change freeze date, request a coordinated drawing showing protection, AC, electrical and joinery. The commercial change process belongs in the adjacent guide, but the mamad rule is simple: no new passage without approved design and no handover without as-built evidence.
Power, lighting and communications
A room used as a bedroom or office needs a use plan, not a socket count. Mark lighting, switches, general outlets, communication points, system power, charging and any household medical equipment location. Check which outlets disappear behind a bed or wardrobe and which remain reachable with several occupants.
Ask whether any apartment circuit is supplied by building backup and request explicit documentary proof. A building generator does not mean the mamad socket is backed up. Never plan an extension cable through a door that must close. Portable power choices must follow current safety guidance and household needs, not a property article’s improvisation.
Mobile and Wi-Fi reception may be weak in reinforced construction. Test the completed apartment in relevant conditions, while recognizing that a shell-stage visit may not predict occupied performance. A wired data point can be valuable if delivered through an approved passage. Verify cable category as specified, termination at the apartment cabinet and testing at handover.
Bedroom by day, ready space when needed
The Standards Institution says a mamad may be used as a living room for sleeping or play, while warning against use as a pantry, laundry, storage room or kitchen and against flammable or toxic materials. For a buyer, the practical issue is whether daily use can convert without dismantling half the room.
Draw a day state and a readiness state. In the day state, the bed, desk and wardrobe must preserve the door, window and filtration zones. In the readiness state, place every expected person, mobility aid, essential medical equipment and supply selected under official guidance. Mark the movement route and identify what must relocate.
A useful household planning tool is three categories. Items in the first category always remain and never obstruct. Items in the second are light and have a marked destination elsewhere. Items in the third should not be in the room at all, such as dangerous materials or a heavy object blocking a component. This is an organization method, not an emergency instruction.
Built-in wardrobes deserve particular scrutiny because they change the clear polygon and cannot be quickly moved. Obtain elevations, sections, fastening details and prior written review. A bed with lift-up storage also needs operating clearance. Furniture symbols on a developer plan are not evidence that your actual products fit.
Finishes, fastening and fixed furniture
A rendering with ceramic tile, stone cladding or full-height joinery is not technical approval. The Standards Institution warns against ceramic or similar wall cladding in a mamad because elements may detach. Approved plaster or board systems may be part of the project design, but buyers should request the exact specification and its project approval rather than select by appearance.
Treat every fastening as a technical question. A screen, shelf, headboard, curtain rail, mirror, fan or cabinet may require anchoring. Send the location, product weight and proposed fixing method to the project professionals. A solution may be an approved contractor-installed preparation, freestanding furniture or a different wall. Drilling first and asking later is not acceptable.
Floor buildup affects the threshold and door clearance. Verify that parquet, rugs or an altered floor level do not impede the protective leaf. Never trim a protected door to accommodate a finish. Coordinate levels in the approved change drawings.
Heat, condensation, moisture, noise and privacy
Reinforced construction and sealable openings can produce distinctive thermal and acoustic conditions, but not every mamad is equally hot, cold or quiet. Review facade orientation, external exposure, shading, floor, adjacent apartment, service shafts and AC location. If possible, visit at a hot hour and in the evening, or request project thermal information.
Condensation may appear as droplets, staining or mould near a cool bridge, window or corner. Its cause can combine temperature, humidity, ventilation and use. At handover, record moisture marks, swelling paint, odour, cracking around passages and unexplained condensate discharge. Ask for diagnosis, not cosmetic repainting.
The door may be noisy in daily operation, the filtration system may generate sound when operated, and nearby mechanical shafts can affect sleep. Formal apartment acoustic performance is a broader specialist subject. Here the question is whether the proposed daily use is credible. Do not alter seals or vents to reduce noise.
Privacy depends on the daily window, shading and the opposing building. Any curtain or blind must move away from all protected-window controls. Photograph the fully accessible condition and include it in the furnishing instructions.
Accessibility and assisted use
A nominal door width does not prove an accessible route. Review the complete chain: bedroom doorway, corridor, turn, clear space outside the outward-opening mamad door, threshold, handle, internal turning or transfer space and controls for window and filtration. A wheelchair user may need room for transfer, and a caregiver may need to stand alongside. Medical equipment may need power and a protected position.
Israel’s Commission for Equal Rights of Persons with Disabilities publishes information on accessibility in new residential buildings and general emergency guidance. These sources help frame the review, but the exact apartment requires the project accessibility professional and the user’s own needs. If a common-area exemption or alternative was granted, obtain the record and assess the route from street to apartment.
Use the actual mobility aid or a full-size template. Record which actions are independent, which require assistance and what happens if the usual caregiver is absent. Do not market the room as accessible based on one drawing dimension.
Buyer changes at a protected interface
Classify every proposed change by its interaction with protection. Moving an outlet through an already approved route differs from creating a passage. Changing paint differs from fixed joinery. The buyer does not make that determination alone. Submit a dimensioned request, obtain written designer and authority direction where applicable, require coordinated drawings and ensure the result appears in as-built records.
A proper request identifies product, location, size, weight, fixings, services and condensate. “No problem” in a phone call is not approval. If the developer refuses a change, do not treat post-handover work by a private contractor as an automatic workaround.
Give each change a revision number and reconcile architecture, electrical, communications, AC, joinery and protection drawings. If one changed while the others did not, stop the workstream until coordination is resolved.
Purchase, construction and handover workflow
Before signing
Identify the protection file and contract revisions. Obtain the clear dimensions and measurement basis. Overlay real furniture. Check routes, door swing, window zones, filtration, AC preparation, electrical and communications. Record in the contract documents what is included and which evidence will be delivered.
During construction
Confirm that accepted changes appear on every coordinated sheet. Do not enter the site without permission. Request dated progress photographs before finishes conceal approved passages and services. Photographs support traceability but do not replace installation certification. Maintain one controlled question register.
Before handover
Request the file early so the buyer’s engineer can prepare. Reconcile approved plan, sale plan and as-built plan. Measure the empty room. Operate components only under appropriate instructions. Record labels, damage, paint, seals, corrosion, obstructions, valves, filtration system, passages, electrical points and AC drainage. Inventory manuals, accessories and warranties.
After keys
Do not install joinery until critical defects and operating zones are resolved. Preserve a complete empty-room image record. Run a calm readiness conversion after furnishing and repeat after household changes. Store manufacturer service contacts and review current Home Front Command guidance.
The mamad handover file
Request the set applicable to the project and its approval route, which may include:
- Approved protection plan and approval reference.
- Signed sale plan, specification and buyer-change appendices.
- Coordinated design and as-built plans for architecture, electrical, communications, AC and passages.
- Door, window and ventilation-filtration manufacturer and model identification.
- Legible photographs of labels and serial numbers.
- Applicable installation confirmations and laboratory or inspection records.
- Airtightness evidence required for the project route.
- A schedule of every approved passage and sealing system.
- Manuals, warranties, current maintenance instructions and service contacts.
- Inventory of filters, hoses, caps and other accessories.
- Handover protocol with defect owner and deadline.
- Empty-room photographs of four walls, floor, ceiling, door and window.
Do not demand a document from a different construction route merely to fill a checklist. Ask the project professional which exact completion records apply. The objective is a coherent evidence chain.
Remote inspection for an overseas buyer
A remote review should not be an improvised video call. Appoint a local representative with defined authority, send a shot list and obtain original files identified by apartment and date. A qualified local inspector performs technical work. The representative gathers evidence and operates components only as authorized, rather than certifying compliance personally.
Record a continuous sequence from the apartment number to the room. Show the whole corridor and door swing, both sides of the door, labels, hinges, handles, seals and threshold. Film all walls, floor and ceiling. Show tape measurements at several sections. Identify every window layer, label, track and operating zone. Film the filtration unit, serial, accessories, valves, every passage, power, communications and AC preparation. End with the drawing and a spoken list of unresolved items.
Obtain separate high-resolution stills because compressed video often hides labels. A visible tape does not replace professional measurement, but it helps validate where a value was taken. Stop conditions and defect routing
Pause an alteration or unqualified acceptance where the room conflicts with the approved plan, a material identity record is missing, the door or window will not operate as instructed, a label is unreadable, a seal appears damaged, an undocumented passage is visible, filtration is missing or blocked, a finish appears inconsistent, or the household user cannot access the room.
Not every mark is a protection failure. Classify it. Cosmetic defects enter the normal defect list. A suspected protected component goes to the manufacturer, approved laboratory or authorized project professional. A contract inconsistency goes to the lawyer. A structural concern goes to the structural engineer and approving authority. This avoids both complacency and unqualified repair.

Is a 9 square metre mamad lawful in 2026?
Legality cannot be determined from one number. Official material for a particular addition route discusses 9 square metres net excluding walls, while a new project depends on its applicable provisions and approval. Obtain the approved plan, revision and actual clear dimensions. Confirm whether the sales figure is net or gross.
Must every new apartment now have a 15 square metre mamad?
Do not infer that from a headline. Legislative announcements in 2025 concerned enlargement up to 15 square metres and sanitary-space additions in defined circumstances. Check the final enacted text, scope, transition and project permit. The approved apartment design and contract commitment are the buyer’s project-specific evidence.
Can the mamad be a child’s bedroom?
It can be used as a living room, including sleeping or play, provided the layout preserves fast access and operation of door, window and filtration. Test real furniture, AC, moisture and noise. Keep dangerous materials out and maintain readiness under current official guidance.
Does occupancy approval prove the mamad is still sound?
Occupancy approval is central evidence, and the Standards Institution notes that new-building mamad condition is tested as part of applicable occupancy requirements. Buyers should still check for later alterations, obstruction, damaged seals, missing accessories and undocumented passages, and obtain maintenance records.
May I drill a mamad wall for a shelf?
Do not use an internet drill-depth rule. A penetration can interact with the protected envelope and concealed services. Submit the exact location, load and fixing proposal to authorized project professionals and obtain written direction before work. A freestanding alternative or contractor-installed preparation may be required.
Can air conditioning be installed in a mamad?

How do I know how to close the mamad window?

What should I request for the filtration system?
Request manufacturer, model, serial, approved location, IS 4570 related evidence applicable to the product, installation and commissioning records, accessories, filter details, manual, warranty and service route. Keep the connection and maintenance zone clear. Never open a sealed filter contrary to its instructions.
Will a mamad outlet work during a power cut?
Not necessarily. A building generator does not prove that an apartment outlet is backed. Request the actual backed-load schedule or explicit design record. Do not run an extension through a door that must close. Any battery plan should follow current electrical and fire-safety guidance.
How can an overseas buyer inspect remotely?
Appoint a qualified local inspector and a representative with defined legal authority. Share the plans before the visit. Require continuous route video, high-resolution labels, measurements, component demonstrations, a defect register and original files. Signing authority and technical inspection remain separate roles.
When must I stop and call a professional?
