New Apartment Balcony in Israel: Test Size, Sun, Wind and Drainage

A good balcony is not established by the square-metre number in an Israeli property listing. Before buying off plan, measure the clear shape left after walls, columns, planters and openings, test whether real furniture and circulation fit, model sun and wind by floor and season, investigate the view and privacy, and audit the threshold, guard, waterproofing, drainage and services. This guide turns the sales plan into a usable-geometry test and a chain of evidence that can be checked again at handover. Israeli sales material may call it מרפסת שמש, mirpeset shemesh, literally a sun balcony, even though the actual solar exposure varies. A מרפסת סוכה, mirpeset sukkah, is marketed for Sukkot use, but the label alone does not establish a clear-to-sky polygon or a religious ruling. The sale specification, מפרט מכר, mifrat mecher; sale plan, תשריט, tashrit; permit, היתר, heter; planned condominium records and house rules must remain visible beside their English explanation.

The immediate answer: obtain eight provable facts

No universal area, depth or orientation suits every household. A smaller, deep and sheltered balcony may work better than a larger narrow strip. Define use first, then measure it and demand the project evidence.

Create a balcony identity sheet

Do not analyse a generic apartment type. Record:

  • Project, building, entrance, floor and exact apartment number.
  • Balcony identifier when the apartment has more than one.
  • Facade and measured azimuth, not an assumed north or west label.
  • Advertised area, contractual area, plan area and stated calculation method.
  • Drawing number, scale, revision and date.

  • Declared uses: daily dining, guests, play, plants, work, laundry, storage or sukkah.

Collect a fully dimensioned plan, a vertical section through the door and outer edge, facade elevation, drainage layout, electrical and water point schedule, finish schedule, guard detail, structural constraints, shading detail and relevant house rules. Evidence hierarchy: a render is not a measurable promise

Use this order:

  1. Current Israeli law and regulations applicable to the project.
  2. Building permit and approved drawings, including elevations.
  3. Signed sale agreement, mifrat mecher and sale plans.
  4. Project calculations and designs by architect, structural engineer and specialist consultants.
  5. Approved construction details and manufacturer information.
  6. As-built drawings, certificates, test reports and final measurements.
  7. Marketing, renders, model apartments and oral descriptions.

A lower item can explain an intention, but it should not silently contradict a binding higher item. If sales staff say the guard will be transparent, ask for the facade detail, specification clause and change right. If they promise an “outdoor kitchen preparation”, ask whether that means water, drainage, power, gas, support, ventilation and permission, or merely one capped pipe.

Advertised area versus the clear usable polygon

Two balconies with the same advertised area can perform differently. A near-square shape may support dining and passage. A long shallow strip may serve mainly as circulation. A central column, diagonal facade, raised planter, drainage box, shaft or door movement can remove useful space without changing the headline.

Trace what remains after permanent obstructions

Start at the expected finished inside faces of walls and guard. Deduct or mark:

  • Columns, piers and return walls.
  • Fixed fins or screens that occupy usable height or width.
  • Built planters, benches and drain boxes.
  • Shafts, service cupboards and HVAC equipment.
  • Steps, ramps and level changes.
  • Door, insect-screen and shutter movement.
  • Inaccessible corners and strips that cannot support the declared use.
  • Maintenance access to drains, glazing and equipment.

Record clear depth at several locations, maximum depth, clear width, the largest continuous rectangle and every pinch point. One dimension at the edge is unreliable where the facade curves or tapers.

The Israeli Price Target specification, edition 4.1 from 2022, provides programme-specific definitions and examples involving narrow portions, built planters and thick walls or guards for pricing. Simulate furniture with real dimensions

Use manufacturer dimensions for the furniture you would actually buy. Do not trust a symbolic dining set on an architect's drawing. Plot:

  • Full table top and base.
  • Chairs both tucked and pulled out for use.
  • Passage behind an occupied chair.
  • Balcony door in every delivered opening position.
  • Access to drain, tap, socket and service cover.
  • Sofa, grill, planters and storage that belong to your intended use.
  • Turning or accessible movement needed by a household member.

Test an ordinary day and the largest realistic gathering. There is no need to invent one universal passage width. Choose the passage your users need, write the number into the worksheet and verify that it exists when seats are occupied.

Test the object route, not just the final rectangle

An outdoor table may fit on plan and still be impossible to deliver. Record the largest packaged dimension, disassembly limits and weight. Follow the route through building entrance, lift, corridor corners, apartment door, internal passage and balcony opening. Include lift payload and protection requirements through the building manager where relevant. An overseas purchaser should require continuous tape measurements or clear scale evidence at every bottleneck.

Sun, shade, heat and glare by date and hour

Cardinal direction is one input. Add latitude, exact facade azimuth, floor, slab above, side walls, fins, guard, glazing, neighbouring buildings and reflections. A west balcony can offer sunsets and severe late-afternoon heat and glare. A north facade may receive low-angle sun or reflected radiation. A south balcony can receive welcome winter sun and summer shade if the geometry was designed for it, but the section must show that result.

Ask for the project's solar or shadow study if one exists. A buyer-side simulation is useful when its assumptions, dates and neighbouring masses are documented. Review floor colour, thermal mass, balcony-door glazing and approved shading options. A retractable awning that the facade rules prohibit is not a solution.

High-rise wind, downdrafts and coastal exposure

Wind does not simply increase by the same amount on every higher floor. Building corners, setbacks, podiums, passages between towers, facade downdrafts, terrain and surrounding construction change the flow. Two balconies on the same floor may behave differently. Within one balcony, a protected wall zone may be calm while the corner accelerates air.

Ask the project team:

  • Was a wind assessment or model prepared, and what geometry and terrain did it include?
  • What does it show at this facade, floor and corner?
  • Which comfort activities were assessed, such as sitting, standing or walking?
  • Were seasonal prevailing conditions and stronger events considered?
  • Which guard, screen and fin details were included?
  • Does a later facade alteration require reassessment?
  • What instructions apply to furniture, planters, awnings and temporary sukkah elements?

Do not conduct an improvised test by releasing a light object near the edge. Handover observations can record door operation, whistling and turbulence under the weather of the day, but one calm visit proves little. Combine project evidence, observations in more than one condition and approved restraint or storage guidance.

Sea view also means salt, horizontal rain and glare

For coastal projects, request material and coating specifications for guard fixings, frames, tracks, sockets, lighting and visible anchors. Ask for cleaning frequency, permitted chemicals, inspection access and warranty conditions. Confirm that glass and tracks can be cleaned safely and that wash water drains without affecting neighbours. The phrase “marine grade” has little value without an identified material, treatment and maintenance regime.

Horizontal rain changes the threshold test. Water can reach door joints and facade details that remain dry in vertical rainfall. Sea glare can make a sunset view uncomfortable at a particular hour. Record these as operating conditions rather than dismissing them as the unavoidable cost of a view.

View and privacy at seated eye level

Sales images often place the camera above the guard. Request a section and view cones from the dining chair, lounge seat and standing position. Map:

  • Opaque guard portions and glazing frames.
  • Columns, fins and the balcony slab above.
  • Adjacent balconies and reciprocal sightlines.
  • Laundry screens, external condensers, service rooms and roofs.
  • Pools, play areas, public terraces, retail and illuminated signs.
  • Vacant or underdeveloped parcels within the view.

A sukkah balcony requires four separate checks

“Sukkah balcony” is not a final conclusion. If the use affects purchase, examine:

  1. Physical geometry: draw the net open-to-sky polygon and the available wall arrangement.
  2. Vertical section: show balconies above, beams, awnings, fins, trees, nets and equipment.
  3. Religious assessment: submit the exact plan and section to the rabbinic authority the buyer relies on. This article does not give a ruling.
  4. Planning and operation: check facade, permit, wind, anchoring, safety, house rules and removal after the holiday.

The Association for Housing Culture describes a sukkah as temporary and provides general guidance for balconies and common property. The exact obstructions and halachic facts still require project-specific assessment. Also test the route for panels and roofing material, storage for the rest of the year, drain clearance and safe erection without climbing on the guard.

Door opening, threshold, screen and shutter

A wide glazed elevation can have a much narrower clear opening because panels overlap or remain fixed. Record:

  • Clear width and height in the delivered open configuration.
  • Number of sliding leaves, fixed panels and direction of movement.
  • Frame, track and cleaning access.
  • Insect-screen type, track, handle and removal method.
  • Shutter or shading system, box, manual override and maintenance access.
  • Interior and exterior finished levels and threshold profile.
  • Track weeps and the water route beside the threshold.
  • Accessible use where required by the project or household.

A small opening can defeat the furniture plan. A visually flush threshold needs a coordinated waterproofing and drainage detail. A large step may be impractical for a child, older adult or wheelchair user. Resolve the tension between access and water exclusion through an approved detail and field check, not a sales assurance.

Guard, glazing and child-safety evidence

Israeli design regulations refer balconies with a fall risk to Israeli Standard 1142 for guards and refer glazing to the relevant Israeli standard. Do not import a balustrade height or gap from the United States, United Kingdom, Australia or another jurisdiction. Do not quote a remembered Israeli number without confirming the current applicable text and project condition. Ask the architect and engineer to identify the applicable edition, approved detail, glass specification, anchoring, conformity evidence and as-built measurement from the finished floor.

Go beyond a certificate:

  • Do horizontal members, a planter, ledge or furniture create a climbing route?
  • Could a deck, tile overlay or platform raise the effective standing level?
  • Are there damaged edges, loose fittings or suspect gaps?
  • Is transparent glazing identifiable and maintainable?
  • Can the outside face be cleaned without unsafe leaning?
  • Does transparent glass compromise privacy or increase bird collision?
  • Where will a bench, storage box, planter or condenser sit relative to the edge?

Child safety also depends on use. Do not place climbable storage against the guard. Do not drill or attach netting, screening or shade without a suitable approved detail. A well-intended alteration can affect wind loading, waterproofing, warranty and the facade.

Waterproofing, falls, drainage, overflow and penetrations

Water needs a continuous route from the finished surface into the designed system. Israeli sanitation regulations state that covered and uncovered balconies drain to the building rainwater system, subject to stated exceptions and permitted connections. This supports questions about route, capacity, maintenance and downstream connection. It does not establish a universal visible drain count for every balcony.

Request the build-up evidence

  • Section from structural slab through screed, membrane, protection and finish.
  • Waterproofing system and floor-to-wall junction.
  • Upstands around door, guard base and every penetration.
  • Substrate falls and finished-surface falls.
  • Main drain, cleanable access and secondary or overflow route if designed.
  • Connection to building pipework, inspection points and maintenance route.
  • Guard, screen and awning anchoring details that protect the membrane.
  • Water-test record and evidence of repairs and retesting.

A drain under a sofa or planter is not maintainable. A sloping tile does not prove that the membrane below is correctly formed. Water may remain in the door track, around posts, behind skirting or beneath a raised deck. Ask separately where cleaning water and air-conditioning condensate go and whether they can drip onto a lower balcony.

Water testing at handover

Do not flood the balcony yourself. An authorized, qualified inspection must define method, protection of lower properties, monitoring and acceptance. Record pre-test condition, controlled damming if permitted, test level or volume under the chosen method, time and result. After release, inspect residual ponding, track, threshold and the ceiling below where access is agreed. Reobserve during the first substantial wind-driven rain because a local test may not reproduce facade exposure.

Finish, slip resistance, heat and replacement tiles

Request the exact external tile identification and evidence of suitability under the project requirements. “Anti-slip” is not a complete specification. Keep product sheet, series, colour, batch if available, grout and cleaning instructions. Inspect:

  • Falls without lipping that creates a trip hazard.
  • Cuts around drains, posts and wall edges.
  • Wet behaviour under ordinary footwear.
  • Barefoot surface temperature in strong sun.
  • Staining from grease, hard water, salt and plants.
  • Joint condition and flexible perimeter treatment.
  • Quantity and storage location of matching spare tiles.

A raised deck or outdoor rug changes drainage access, effective standing level near the guard and wind behaviour. Treat it as a system decision, not merely decoration. Check thickness, drainage, fastening, maintenance and approvals.

Electricity, water, gas, lighting and the word “preparation”

Break every preparation into delivered components. An empty conduit is not a cable. A capped pipe is not a functioning tap. A marked gas point is not permission for an outdoor kitchen.

Record height and distance from the door so hoses and cables do not cross circulation. Identify who supplies the luminaire, cover, tap, valve or controller. Equipment exposed to water and sun must match the actual environment. An outdoor kitchen adds heat, fumes, greasy drainage, structural load and storage and cannot be inferred from one water point.

Heavy planters, tubs, kitchens and concentrated loads

There is no universal allowable balcony load that this public guide can provide. A deep planter with wet soil, filled tub, stone counter, storage cabinet and dense gathering impose different and sometimes concentrated actions. Before buying or installing an unusual item, obtain from the project structural engineer:

  • Design-use assumptions for the exact balcony.
  • Local restrictions near edge, cantilever, opening or thinner zones.
  • Full item weight including water, soil, contents and users.
  • Load-distribution base and anti-movement detail.
  • Wind restraint that does not puncture waterproofing.
  • Delivery and eventual removal route.
  • Permit, owners' approval or facade requirements.

A product vendor's general assurance does not replace review of the structural drawings. A free-standing item can still overturn in wind. Ballast can itself be a heavy concentrated load and block water.

Awnings, pergolas, glazing and enclosure

Physical feasibility is not planning permission. Review together:

  1. Applicable planning and local authority process.
  2. Approved building permit and elevation.
  3. Sale agreement, specification and house rules.
  4. Rights in shared facade or common property and decision process.
  5. Structure, wind, drainage, fire and maintenance access.
  6. Developer and manufacturer warranties.

Glazing can change wind pressure, heat, ventilation, drainage, rescue and cleaning. An awning can discharge rain onto an unintended location. A pergola can affect a sukkah area and sightline. Do not buy on the claim that “after occupancy everyone can do it”. Obtain project-specific planning, legal and engineering review.

Noise, smoke, odours, condensers and adjacent balconies

The balcony may receive sources that a closed apartment masks:

  • Road, rail, helicopters, sports or retail activity.
  • Shared pool, playground, lounge or active roof.
  • Condensers belonging to the apartment, neighbours or retail.
  • Car-park exhaust, plant room or commercial duct outlet.
  • Cooking, grills, smoking areas or chimneys.
  • Speech and furniture movement on adjacent balconies.
  • Dripping condensate and wind-generated whistling.

Visit at relevant times and map exhausts, commerce and plant from the plans. Ask what the house rules allow for grills, smoking, laundry and music. Do not solve noise with an unauthorized screen or by blocking equipment airflow. Handover inspection and first-rain protocol

Before handover, collect the final drawing revision, layer details, product data, test reports and change log. At the visit:

  1. Photograph the full balcony with a clear location reference.
  2. Measure depth, width, opening, threshold and permanent obstructions.
  3. Inspect finish, local falls, joints and cuts.
  4. Operate door, screen, shutter, locks and handles.
  5. Observe guard, glass, fittings and visible anchors without unsafe force.
  6. Test delivered lights, sockets, water and other active points with suitable professionals.
  7. Confirm that drains are clean, accessible and free of construction debris.
  8. Record penetrations, threshold, internal and external moisture signs.
  9. Mark every item that could not be tested.
  10. Schedule repair verification and first-rain observation.

Observe track, threshold, corners, drain, overflow, internal wall and the ceiling below where access is agreed. A stain alone does not show the path. Remote-buyer measurement and video script

An overseas owner needs an independent representative and a scripted route, not a spontaneous sales call. Request:

  • Continuous video from the apartment identifier through the door to every corner.
  • Tape visible at the start, end and each depth change.
  • Clear opening measurement with leaves, track and screen in place.
  • Guard shown from finished floor to top without climbing or reaching outside.
  • Close views of drain, threshold, corners, penetrations and service points.

  • Dated solar evidence or repeated images at agreed hours.
  • Original photo files, not only compressed messaging copies.
  • A signed plan-to-field discrepancy table.

Do not instruct the representative to flood, operate gas, open electrical equipment or load-test the guard without authority and specialists. The representative documents and commissions the correct test.

Ten-year use and maintenance cost

A large exposed balcony may require frequent glass and track cleaning, coastal hardware treatment, sealant renewal, screen or shutter repairs, approved shade maintenance, drain cleaning and replacement tiles. Identify who maintains the outside guard face, facade cladding, common drain stack and private branch. Ambiguous boundaries create disputes.

Build a ten-year component schedule without inventing a universal price. Obtain local quotations for difficult-access cleaning, corrosion treatment, shutter parts, shading and finish replacement. Record declared service life, warranty conditions, access method and whether work needs rope access, scaffolding or a neighbour's property. A low-cost component that is expensive to reach may not be economical.

Include indirect cost. Unshaded afternoon exposure can increase cooling demand. A very dark surface can reduce comfortable hours. An inaccessible drain can create repeated service calls. Excessive fixed shade can remove desired winter sun. The goal is not maximum performance in every direction, but a transparent match to the household schedule.

At handover, obtain cleaning instructions, product names, installers, warranties and spares. Keep maintenance records, particularly drain cleaning, hardware care and sealant inspection around penetrations. Ask the building manager which tasks fall within common service and which belong to the apartment owner.
